    - How much (ballpark) would it cost to develop a site similar to themes.wordpress.net?
    - What language would be best to code it?
    - Who knows someone who might be able to code this?

    It depends on how many themes you want to put.

    - Shouldn't cost you more that $500.
    - PHP is the language i'd recommend as WordPress is in php too.
    - You should post projects at freelancing sites like http://www.scriptlance.com.
