Quick way to setup a directory by state, and then by county with Wordpress

    I am looking to setup a directory by state, and then sub sections within by county.

    Is there a plugin/theme that can set these all up for me?

    First page could be a map of the USA

    The site will all be one niche, so only need one page for each county - no structure except for the state/counties
