    The better format is without the extension.

    means I prefer website/page1 to website/page1.html

    I prefer without the extension. One advantage is to keep the same URL if you change the technologies behind. For example, you might change from .html to .php like I did. Having just the folder will spare you the trouble of updating all URLs. This is especially important for your main pages where you did a lot of SEO.

    I agree w/ all of the other posters. Extensionless URLs > URLs w/ extensions from a user perspective. However, it makes absolutely NO difference as far as SEO and organic rankings.
