So I've been using Paypal for years and the other day someone wanted a refund and it was at a time the account was empty so Paypal awarded the refund but gave me limited access to my account because the money wasn't in it for the refund and I had to add funds. So anyway I did and the problem went away but now the last couple sales I've made (even though there's 0 complaints) they want shipping information for. Well there's no shipping info because it's an electronic product I sell through e-junkie. So is this going to be a problem? I gave them the E-Junkie transaction IDs and explained it but I don't know if it's againsts their terms of service. Or why they even wanted the info in the first place since there were no complaints. They flagged me as a potential high-risk account. So 3 quick questions. Do you think they're going to actually shut down my account? Can I make a new account with paypal if they do shut it down? What is a good alternative if I can't?
It appears your account is not verified and in the absence of any attached CC or debit card, they find themselves at risk with a zero balance and refund request on the same. They are just being extra cautious with all the payments that you are receiving, to ascertain its genuineness. I guess, verifying your account should solve your problem! Regards, RightMan

No I've had the account for years and there's a cc on it and my bank account which is verified "Why is my account access limited? Your account access has been limited for the following reason(s): # Dec 7, 2009: We have observed activity in this account that is unusual or potentially high risk." That's weird. I'm not even sure why this is coming up maybe cause of the last issue I had with a person claiming not to receive it (even though it's a digital file and he did) and they just want to make sure people are receiving it. Anyway I have one account and I'm guessing if they shut down my account I can't make a new one can I?
They are not trying to put you out of business. Just sometimes accounts are looked as if they were liabilities. Sure you can make a new account.
So how would I go about making a new account? I'm assuming I can't use the same bank account info from the first account?
I would advise you to not take any decision in a hurry. Your account is still not limited and it would be worthwhile to call them up and talk to them personally detailing your recent transactions and how they were carried out in all fairness. Money bookers is a good alternative trouble is even though Paypal can be a complete pain in the arse, it is the payment method choice of the masses!!
Hi acrimon, I do not think paypal will shut your account down just like that but if they do, moneybookers is indeed an alternative. And I do not believe that you will be able to sign up for another paypal account if your current one is shut down, unless it's under a different name, different email, different cc/bank account. I agree with RightMan that you should discuss the matter with paypal so that you will find out what needs to be done to take you off the high risk account classification that they put you in. The better option would be calling paypal via skype through their toll free nos. and sort out the issue!! Otherwise you have Google checkout, Moneybookers and Alertpay.
I would like to suggest you to give them a call and explain the situation. They are very well aware of electronic prducts and they will definitely help you..
Has anyone in the US experienced these "high risk" limited account problem? Also has anyone seen any issues operating a business paypal account. I'm hoping that would be less prone to these issues.
Use Skype? That's almost certainly why, combined with the fact that you pulled the money out of your PayPal account so quickly.
