I have a website about KEYWORD1. Should each section have its own unique Meta Tag, what should stay the same, what should change?
Only add meta description tag which clearly and briefly tells about content of your webpage.Meta keywords tag is of no importance.
Well if you have more than one page and the description of the page changes then use a separate or different tag. For Instance is your site was about the keyword " shoes " Page one = Picking shoes that match my outfit Page two = Finding used shoes at great prices. The keyword is still " shoes " YET the describtion tags should be different Hope this helps
Have your Meta Tag describes the respective pages' content. They should be different across your site.
If you are using CMS', forums or any management system, look for hacks or mods for including part or all the unique content of the page (part of an article, a post, etc) in the description meta, that way you have a unique description per page and is automatic.
I think Meta description and Meta Keywords are not much important, but make sure you have unique Title tag on each page.

Meta description is shown in SERPs for the site, hence nicely written description will help attract visitors. Title is important. This should be changed for each page and should reflect the theme of the page.
Are you sure Search engines will show description in SERPs taking it only from Meta Description and not from the content of the page?

KC TAN, in the example you used, all the keywords used in the search, were in the meta description. If you search google for: "Subscribe USESEO Feed" your site will be listed, but the snippet will show the portion of the page text which includes the keywords searched for... "Date Joined: May 23 2006. RSS Feed · Valid RSS Feed. Google Search. Subscribe USESEO Feed. Add to mymsn · Subscribe in NewsGator Online · Add to My Yahoo!" So it is used, but not allways...
