You won't get penalized by the search engines, but 15 directories won't get any real pr if that's what you're looking for.
Its good.But 15 is not a big think.You may try more.But don't build huge backlinks within very short period.
You need much more then 15 directories to get google's atanttion, dont worry. However, if you will submit to 1500, that wont be good.
If they are Quality then do 2-3 per day.... & Free submission u may do 50-100 a day... as approval rate is also low & they get indexed slower & have lesser Value...
100+ a day still consider as good to go. but if you do 1000+ a day at the beginning of launching site sure it will flag something.
IMO, you can submit to more directories. There will be no bad consequences as 15 is a pretty small number. Submit to 50-100 free directories per day as it will take atleast a month or 2 for the directories to publish your link. All the best !
You need much more then 15 directories to get google's atanttion, You need to go with 50-100 daily. However, if you will submit to 1000's, that wont be good. You need to understand that link approval can take 1-3 mo to publish your link.
It also depends on the quality of the directories themselves - if you register at 15 high PR dirs it's quite a different story than 15 free dirs. Anyway, I wouldn't be going over 100/week as a maximum, less is better.
it will be good but why do you want to limit yourself about backlink building? get more and more backlinks as much as you can do
