Broad match should cover both, but to be more targeted I'd only use phrase and exact match on the search network.

I will suggest first two weeks run your keywords broad. This will help you to know the search criteria/volume which users use. Then in second phase put some keywords negative from tools option and yes obviously in phrase too. It will minimize your impressions. For example: 1) If you are running broad ad for keyword new pair socks then your ad will also appear for keywords socks, new socks, new pair etc... 2) If you run your ads in Phrase. (i.e, "Keyword") - "New pair socks" then your ad will appear for any keyword which will have "new pair socks" in sequence but, any other keyword used as prefix or suffix. like best new pair socks or new pair socks online..
