what i used to do is I visited a lot of free web template website and target one nice template. start analysis about the design and try to modify that existing web template according to my view. and after finishing my template i compared my stuff with others. this is how i am increasing my web designing skills. i recommend you to think a bit about every website you visit and analysis why designer use that sort of color combination and design... and so on so on.....

Hope my strategy will help u a bit.

The best thing you can do is become a guru with what programs you use (Photoshop for example). By doing so, you'll not only have more ideas, but you'll be able to unleash those ideas rather than just wondering how someone did that.

Perhaps you can pick up a book like "The Design of Sites" to learn a little bit about visual communication and elements of good sites. From there, just look around for inspiration.

And to get even better, keep exploring, learning and practicing.

    Good luck.

    Start with basic, all basic...
    Don't try to jump ahead...

If you're learning photoshop, don't go for high level tutorial,
but start from the tutorial that teach the the usage of basic tools,

and if you're learning CSS, find out what you must do before code CSS because I've just done the mistake.

I've covered some of the topics, from my own perspective in my blog.
I'll not post the link and you can find many tutorial out there...

    Good Luck...
