I am banning people by ip.
But won't their ip change at some point so banning is useless?

How do I know I am not banning Comcast server itself instead of a user.
What is the ip address I was given is shared among a group of comcast users.
I will have just blocked a lot of people, not just the one I wanted.

The ip's causing me trouble are
    166.137.136.247
    166.205.14.131
    69.115.146.224
    86.131.255.105

Is there a way to tell if it is just a single person ip or a big network ip?

the rule of thumb is do not block unless you have to, and if you have blocked it - don't worry about it

another words - who care if you also (accidentally) blocked somebody else on the same IP, but do not block unnecessarily so you would minimize that chance

not show ads for certain ips and/or countries or showing ads that you would not care
