    Does it only allow people in Britain to register for it?
    And does it have private whois available?

    Anybody can register them, not just those in the United Kingdom.

    And, yes privacy options are avaliable.

    If anyone cab register co.uk domains then I need the registrars or company that allows us to do so. As far as I know, It asks for a address(and it must be in UK) before the registration.

    Have you tried inputting an address that is not in the UK? It should work.

    And WHOIS Protection depends on which registrar you are using. Some have it included, but some charge extra.
