This may sound silly but I really don't know the answer.

I have a Paypal account. Another person doesn't have one. Is it possible for them to pay me via their credit card into my account? if so, how?

Yes for that you need to have a a Business or Premier Paypal account.

You will find the required info in Merchant Tools section.

Yes, you can do a request via Email or you can use a 'Buy Now' button for that.

Actually, I find out that with the new changes at Paypal, Personal accounts can accept up to 5 Credit Card transactions a year but at a higher rates of 5.4% + 30cents(US).

Just factor in the $2 and that should be fine. 4% isn't really too bad. Remember that if the other party uses the credit card, part of the fees about 2 to 3% (or somewhere around there) goes to the bank/credit card company. Paypal will probably just get 1 to 3%. The cost of running a framework such as theirs, they need to find money to finance the operation so $2 isn't a lot.

Think about it this way, if without Paypal, would you have that sale anyways ? It is like with paypal, you are getting $48.

I was paying 20% fees to my payment processors back in the days to sell my software. Now, I am paying between 8.25% and 15% for using them, I am willing to do so because without them, I will not be able to complete a lot of the sales. So paypal is cheap.
