If you recieve payment for something, and you transfer that money to another account or a bank account, can the sender of that money still file a charge back request and aclaim it? and does personal accounts on paypal charges you when you receive money or not?
Well, yes even if you transfer the money out of your paypal account, the sender's bank would offer the sender up to 180 days to initiate a chargeback. When they do so, your account would get a negative balance which would limit your account. If they raise a paypal dispute, they have 45 days (or so) to initiate it. You will then not have access to your paypal account features until you bring the account back to the zero balance. As for personal account, you can receive money from friends and family free of charges as long as they send from their existing paypal balances. If they send you through a credit card then you be charged higher fees than a premier/business accounts and be limited to 5 such transactions a year. A Personal account should not be use for the purpose of business and thus should not get more than a few incoming transactions a year.
They can do a chargeback and you will have to pay money back to paypal or not be able to send or get any money until you do.
In answer to both of your questions Yes. It is important to follow the paypal user agreement as well.
