The answer to your question is Yes! They do! The best way to maximize your benifit with those types of links is to make sure you have title="Link Text" and alt="Link Text" in there as well ex: <a title="Link Text" and alt="Link Text" style="font-size:11px;color:#E0DEDF;" href="http://www.mywebsite.com">keyword</a> and also make sure you don't have any spaces after your keyword as you did in your example above, a space is an additional character and can weaken the value of your chosen keyword(s).
Yes of course Google counts a formatted link. Changing the size and color can help increase clicks so many webmasters do it! If Google didn't count them, the majority of link builders would be in big trouble
i don't have experience with any relation: color style = ranking. Just only that use bold, strong or italic give emphasis to keywords in hyperlink. Hype-linking images with alt="keywords" for img tag, using Heading tags with it will help in ranking

With regard to fromated links, they have no more or less than you than a non formatted link. The anchor text and the absence of a nofollow attribute is really all that matters to google.
Right now no one really knows what the Google Algorithm is doing. But one thing is for sure, you have to use your anchor text properly to reap the benefits, use your targeted keywords. Aside from that, regarding formatting, just conduct your experiment, if it works then good, if nothing happens then keep on working and focus your time in acquiring quality backlinks.
