Mate, people do make mistakes. Some do learn and some don't. Peoples who don't, get kicked out again, permanently. :)
Giving a second chance is not really bad.

    that's what i said... ok, maybe a 2nd chance :)

but, 3rd, 4th or more? LOL

i use this "strategy" as a college instructor from time to time... kick a little a**, make an example of an a**hole in your class once and awhile, and the message gets out - don't m*ss around with mr.x too often, or you're done.

NOTE: if the college doesn't "get in the way" and mess things up, it works quite well. ;)

I can verify that is true. Dup account infraction is 10 points = ban. But it expires in approx 4 months. (Unless you are found innocent, in which case the mods reverse it within hours and you are back in business :p) :D

4 months should be long enough for the average person to learn their lesson. If they don't learn, they will end up with a permanant ban. ;)

However thats quite rare as these people quickly open another account and start their business.. they might continue for some time, but they aren't able to get through sharp eyes of the Mods for long..

But to be honest, this duplicate account is really a big pain.. and in my opinion it should be treated in a different way..
