This is because of the new google panda algorithm.
Only bad things happened since they created this algorithm

Maybe Google has some problems in implementing this system. Until now, my blog is still at PR 0 though it has many backlinks

Recently Google wouldn't like to give new domain pr, so just wait.

You're far better off building a content site on the pr4 and then linking over to the site you wish to promote. While you don't get as much pr juice that way, the benefit from using your keywords in the link likely outweighs anything you stand to gain via the redirect anyhow.

Now the google's algorithm is changed and you cannot increase the PR of domain this way.

I don't really agree, maybe the OP needs to wait for the next major PR update to see any effect or update on their redirected domain. For your info, our PR is constantly changing but only at the major updates can we see the snapshots of our current PR status.

It's likely you hadn't 301'd it prior to the last PR update. Not that PR matters, though.
