Question on MFA sites

This is something I don't understand and hope anyone that uses AdWords can advice me on this.

Let's say my site has a 234x60 google adsense ad. For that size, only 1 ads will appear.

Since only 1 ads can go into that size, that means the highest bidder will only get the spot. Am I right?

I checked the advertisement and most of the time the advertisement redirects to meanwhile.com, which looks like a MFA site. Should I block the MFA website using Competitive Ad Filter?

Or shouldn't because "maybe" they are the highest bidder? I am really blur now.

They are not necessariliy the highset bidder but rather, the most relevant available ad

You can try filtering them out and see what shows up in their place
