    depends if links in someone's site comments have a nofollow or depends if the webmaster disabled the robot's visit to the site. :D

    if the page that you comment is index and there is not nofollow, it will counted as a backlink

    you can use the seo for firefox plugin to see if a site is using the nofollow tag
