If the VCC you are referring to is the ones which are sold illegally from the Indian's HDFC Netsafe account then most definitely the answer is No, that one is supposed to allow the account holder to make single payment and after that the VCC can no longer be used. If you are referring to the one which Paypal offers to their US customers then that one you probably do not need to fund it, you just use it as an extension of your paypal account.
Us paypal user who are verified i.e. they have added a bank account and a credit card they can create vcc from a plugin availble , if you are not from US you can not create vcc with paypal account as it only for US pp acc holders
It used to work until VMI changed banks and I heard that Paypal is limiting accounts which uses VMI cards for withdrawal.
Is there any other option similar to VMI card which is presently accept by Paypal and allow withdrawal? I heard https://www.soleproviderusa.com/ does it. Anyone had any success with them?
