question about twitter protected tweets

    Hello,
    Suppose there's a member on twitter: @user123
    He's not following me, and neither am I following him.
    My tweets are marked as "protected".
    Now if I tweet something like below, then will he see my tweet?

    Hello, @user123 I like your profile.

    Will he see this protected tweet of mine, even if he's not following me?
    Also, I don't want to mark any of my tweets as public.
