I have been wondering about this for a while, can someone tell me why are there sites that has google ads on and still when you click on a link to go to the next page they give you a popup or pop under. Is this against the Adsense ToS or not? I have seen it in megaupload, a few forums and a lot of random sites before.

Does it not count as "unrequested popup" when you actually have to click a link to trigger it? so it's allowed when it's the user that trigger the popup?

if you need to see an example to see what i mean, just ask.

You cannot display adsense ads in those ad unit types, or have excessive ones on a page with Google adsense code.

no, i am not talking about adense IN popup.

i am talking about a page with adsense AND when you click on a link it trigger a popup of other ads like fastclick or valueclick popups.

I'll give you an example i came across, this site: abovetopsecret.com/forum/index.php
you see it has adsense and when u click on a subforum you either get a popup or your firefox blocks the popup and leaves a [x] at the lower right of the browser telling you a popup had been blocked.

    Why is that allowed?

The reason i ask is in the program policy says:

"Sites showing Google ads should be easy for users to navigate and should not contain excessive pop-ups."

"Sites showing Google ads may not contain pop-ups or pop-unders that interfere with site navigation, change user preferences, or initiate downloads."

"Webpages containing AdSense code may not be loaded by any software that can trigger pop-ups, redirect users to unwanted websites, modify browser settings, or otherwise interfere with site navigation."

One pop-up is fine. Those rules mean, "No ads within pop-up" "Can't pop alot of ads" "Pop-up can't start autodownloads etc"
