It's just not that simple. A lower PR site can have a higher position that one with more PR if the lower PR site is older and more established, has more relevance to the keyword searched for (as evaluated by on-page factors and anchor texted backlinks) , for example.
I also agree with magda, if your content is good and relevant to the search then your site can be in the listing even if it does not have good pr.
That is 100% wrong. Google provides more importance to the site relevant to the search keyword whether it may be pr 0 or pr 8

PR is the only determining factor in terms of how often the spider visits your website. CNN is PR 10, that's why the spiders visit them every 30 minutes or so.
On average it's likely that higher PR pages will do better but lower PR pages will win out if they have more relevant links and especially links with the right anchor text. Higher PR doesn't directly correlate to better performance but higher PR tends to indicate you're doing the right things to get increased SERPs positions.
Not necessarily, but it is definitely part of the formula on some level. It has been downgraded in terms of effect it plays in the SERPs formula since so many people got obsessed with chasing PR, figuring out ways to manipulate it etc. Just look at PR as a positive side effect of doing the right thing in SEO.
PR has nothing to do with placing well in SERPs. If a site has unique and high quality content, relevant to its keywords and has a good number of backlinks then the site can place very well in SERPs. The key is to continue SEO techniques, both on page and off page tactics. PR is simply a prestigious "recognition" but does not guarantee traffic or even sales conversions.
There is a combination of factors and PR is one of them. If two site have equal content(not duplicate) then the page with the highest PR will come in first. If the lower PR site has better content then it will come in first. There are other factors also.
