I want to ask that while calculating .edu's and .gov's, does this tool also calculate country specific tld's like .edu.ie or .gov.ie? And how does Google calculate the value of these cctld's?

Edu and gov links do not have any extra value in Google. The reason some people see a boost in rankings due to edu links is because in a lot of cases the edu site was a very old and trusted site.
I have been hearing that .edu's and .gov's provide extra value and are preferred over .com's and .net's. I got SOME of them but they didn't provide any value at all.
It makes no difference to me. I go for quality links from old, trusted sites. Whether the site is an edu or a .com is of no concern.
