Okay lets use alzheimers as an example...

say i want to make a site about alzeimers and have google adsense on it..

and i want to send traffic to it via adwords...

some of the keywords are paying out 3 dollars per click...

but a lot of keywords that are very similar to that keyword are only paying out like 0.08 cents per click...

is there any way to avoid getting those 0.08 cent clicks, or is it better to do arbitrage with niches where all of the clicks will be at least 7x+ the cost of your clicks to the site?

i don't think there is any way of figuring that out other than anecdotal evidence that the ads highest on your page pay the most. there is no way you can guarantee the revenue because you have no idea which keyword adwords is using when deciding which ads to place on your page.
