I have 2 domains which I would like to promote with Google AdWords but I'm not sure if his method is allowed by the terms and conditions of Google and need some advice of people who have done this before.

To start I have a .com domain with English content which I would like to promote Worldwide except Germany and a .DE domain with German content which I would like to promote in Google Germany only. Both of the sites have he same design and images so it's the content which make them unique.

Question is if I run those 2 websites from 2 different Adwords accounts by 2 different people is there a possibility that Google will close the accounts?

By my understanding of the TOS you'll be okay, provided that you're not trying to represent yourself as two different people and that the sites aren't going toe-to-toe in the same listings.

I would have used two campaigns for the two sites, but if you're set on having different accounts you're probably better off using MCC to manage them.

This means there is a chance the accounts will be suspended when not running on MCC right?

Note That each person who is running the ads is located in a different country and the accounts should run independent.

You'll be fine. You don't need two accounts however, you can do it from one. That may make things a bit easier on you.
