Ok I've been thinking of this and no one seems to know

You see these people, get pr5+ or pr7+ etc guys saying they will give you hundreds of these one way links.

What I want to know is if a site is a pr7, but the page your link is on is less than that like a 3 or less. Is that still concidered a pr7 page linking to you?

i think if the page is pr3 and the site is a pr7 it wont make much difference
because the main site rank pr7 do you know the hit rate of the page you are on.

well an example of what I mean is dmoz.org or whatever it's address is.

It's like a pr7 or 9 and the next tier of main categories is the same, at least the one i clicked, but then deeper it goes to 0 pr. does this count as a pr7 still since the site domain is a 7?

I think the only thing that matters is the page you're actually linked on.

Yes, but the PR7 page might rub off on the PR0 page, especially if it's only a click or two away from the PR7 page.
