So, I want to pay my users say 25 cents. PayPal takes a flat fee of 60 cents plus what 2.9%? How could I send my users that 25 cents without paying a fee, or having them pay the fee?

Is it even possible to send money without paying fees? I'm not exactly new with Paypal, I have been an account holder for two years but it just crossed my mind. I'm sick of having to guess

    Thanks

Why not pay your user an additional amount so that even after the money is reduced, user gets what he is supposed to

Follow kanwarjot advice and use this Paypal calculator to calculate how much you should send to your users.

Otherwise, ask the user if he have a personal account. He will not be charge any fee from the funds that he receive.
