recently i upgraded to a premier account and don't like it's features.. so can i delete my current account and use the email address for registering a new one???i don't like the fees incurred during every payment received and would like a solution to this. well i am not allowed to downgrade my account??can i cancel it and make a new one??is this possible...
There is no automated way to downgrade, what you need to do is go to their contact page (after logging in) and request the downgrade. You might not be able to upgrade the account again in the future though.

For your peace of mind, go ahead and open a second Paypal Account, you're allowed to have 1 (one) personal and 1 (one) premier/business account at the same time to best fit your needs.
No need to downgrade your account or delete your account, just open another paypal personal account and start accepting funds in that. You should keep paypal premier account as well because some clients do pay from their credit cards and those payments you can accept in your premier account, because accepting credit card payments in your personal account involves huge fees and also you will be allowed to accept only 5 credit card payments in your personal account and after that paypal will upgrade your account to premier, so there is no fun maintaining two premier accounts.
Manu people try to go from personal to premier account because of its advantages also many people finding ways to get premier accounts, go after fake VCC etc and get cheated. So please keep the premier account with you.
Yes you can do this by closing your existing account and then recreate new one. But if you want to keep the current account and create a new personal account also can. You are allow to have 2 paypa1 account 1 for personal and 1 for business
