if i buy an item on ebay (lets say 100 USD + 30 USD shipping) and i dont receive it, open a dispute, and then a claim, but the user has spent the funds, paypal will paymeback my money? or what will happen?
i ask this because i want to buy a pair of jerseys from an user with a 0 feedback.

Paypal is liable for the transaction amount as long as you follow the correct procedures to pay, use a verified account / confirmed shipping address, etc. Basically, even if he disappears they still have to refund your money.

Also, it's best if you fund using a credit card and not a direct or bank transfer. With a credit card payment you can fall back and make a chargeback through your card issuer if paypal doesn't cover it for some reason.
