That is interesting - I did not know that. What is considered a trusted website and what do you consider as relative? For example, if the new website is posted in Yahoo Directory, would that generate a PR?
Not necessarily, an example for a relevant combination would be a new travel website would get a backlink from lonelyplanet or a new cat website one from catster. However, normally the best what you can expect between official pagerank updates is going from n/a to PR0.
