Question about optimizing for multiple cities

I am wondering what you guys would recommend for optimizing my site for multiple cities plus a keyword. Especially on the linkbuilding aspect of the seo. For example my keyword is "process server" and I want my site to optimized for "los angeles process server", "miami process server", etc. I know to build a page for each city. Do I then just build links to each page or should I send the links to m y main page? Any suggestions for on or offpage seo are appreciated.

Related followup question: I also want to rank for the keyword "process server" by itself. Should I use anchor text "process server" by itself at all or will putting "xyz city process server" take care of it?

Check out www dot xpirtdesing dot com. Scroll to the bottom of the page. We put a list of cities there so that we have at least a keyword for each city. Though we optimize mainly for Orange County, CA, just having a list of cities will be somewhat relevant when the user searches and google sees the related content. You can't really do full blown optimization for more than a few cities though, but you can write a list of cities you serve and let google pick up the new content, and they'll decide how to rank you.
