If you are linking to downloads of copyrighted materials that you do not have the right to reproduce that is illegal and you are liable to get sued.

its NOT illegal but you are going to get bullied by US companies for sure, Mainly because they are assholes instead of investigating their countries violent crime spend money on something like that...great. Host it offshore, use private registrant details and you are fine.

It means the law is not settled on the matter. These details get hashed out in court. If you were sued, there are arguments that could be made in your favor, but you still would have to deal with the court costs, attorney fees, etc. It seems that there isn't enough case law to say definitively one way or another. And note that even if you are doing something unambiguously legal, you still could get sued. And beyond that, it could be against the terms of your web host. They legally have to respond to DMCA takedown notices, and they could decide that hosting a site that generates legal complaints isn't worth their while and shut you down even if you turn out to be in the right..
