hi, What do you want exactly ? Either you want to associate "search", "engine" and "optimization" with other words for instance "robots" and so on. in that case separate them. Or you want to target people who write "search engine optimization" together. In fact the best seems to be : <meta name="keywords" content="search, engine, optimization, search engine optimization">. Like that, (for the moment) Keywords are not considered as repeated.
using comma and space to devide your keywords are same. be more specific for your question please.... if im right about your questions. and on which of this two is better for this part it is better to use phrases then a single keywords coz targetting singlewords gives lot op competitiveness.
Meta keyword is used to include a page among subset results, but is not used in determining the relevancy of that page for the given search term. So based on this I think if you want to use them, it is better to use single keywords instead of the phrase…. Somebody please correct me if I am wrong…
