I had such links several months ago and I should say it works if two sites (mine in English and someones e.g. Spanish) are on related topic. So such links are useful as well as links on one language sites. -- it is true if Google hasn't changed something and I really doubt he has.

Good question. Does Google see the anchor text as words (language) or strings of characters?

My guess would be strings because it's from a indexed database field.

partly agree, don't think that Google will check language of the anchor text if, for example, the page is already indexed... who knows))

I think the language doesn' count but still at least it must be relevant niche

    Don't you think so ?

If site is indexed in Google language of site plays no role

From what I've seen, it should be more relevant in the country search engines. eg if you have english links on chinese sites, It will have more relevance in Google HK. Still counts a bit for the main Google but obviously if its on chinese sites then the Chinese SEs will play a bigger role.
