Question About Linking

When you are building links to your site, I know it is better to have one-way links from one site to yours. However, do the search engines view reciprocal links as links from one PAGE to another or one SITE to another?

    For example:

If I link to Site A from a page on my site titled siteb/services and then site A links to a DIFFERENT page on my site (i.e. siteb/testimonials) is this considered a reciprocal link since we each have links to each other on our sites, or would the link from sitea count as a one-way link since I linked to them on a different page of my site?

It is count as reciprocal link. You always link website to different page for example: siteA.com/links to siteb.com which return link form siteb.com/directory
