This completely depends on what your trying to get your user to do....

If you mean in general terms, signature16's covered it pretty well...

 

Keywords, keywords, keywords. Think about relevancy of your LP, your ads and keywords you bid on.

I never seem to have a QS issue, even if my LP is 90% images with one sentence. I guess the adwords gods have blessed me =)

 

The answer to the users query, whatever that may be.

 

For the people putting up one page wonders in older accounts, you will get caught and slapped eventually it's just a matter of time.
