Question about Keywords outside of Keyword Meta tag

I have a question concerning the use of keywords outside of the keyword Meta tag.

The designer of the site set a <%=Session("")%> system up for whatever the query is. He has the keyword meta set up with about 30 keywords, but below all of that and before the </head> tag he has additional keywords set up with a <%=Session("")%> for whatever domain it is so those keywords would be used as well.

My question is: Will that extra set of keywords be seen as stuffing or have any negative affect on the ranking of the page?

I can't imagine they'd have any positive impact, and personally I'd remove them. But if you're signed up for G sitemaps, you may be able to get an answer from the source. Even if you're not signed up, they may answer you, but they tend to take requests from sitemaps users a little more seriously.
