Question about JAVA / HTML

Hi there,
just want to ask, does any one know any website
that can transfer normal Microsoft Word document with bold, underline, html link

to

some kind of html code like ,<b>, <a href>

or java like <br>, <strong>

cause everytime when i submit article, it need code to do that.
straight copy paste from word document just come out with normal text with no bold.


so is that any website can transfer word document with code in?
