Google sand box is one of the most controversial topic in SEO. I want to know that is it necessary that every new site goes to Google Sand Box? If not then what are the steps by which we can avoid our new site to go in Sand Box.

No I don't think every new website automatically goes to the sandbox. I believe that when Google first discovers a website they basically give them a free trial. During that period you may get rankings easier than you should be able to. You need to take advantage of this trial and convince Google that you are worthy of those rankings and better.

I think they would consider essentially the same things that their AdWords Quality Score factors in. To make your website statistically good, you should have low bounce rates, long time spent on site and many pages per visit. I don't know if they actually look at all of that, but it is best to optimize those things even if it is just to improve your conversion rates and number of sales.

It is also in your best interest to start regularly building links from quality websites. If you consistently get links from other trusted websites, Google would have no reason to push your website down in the rankings.

Regularly adding unique content may help too.

Overall just give Google reason to trust your website and keep your visitors happy. Even if you don't avoid the sandbox at least you would have a quality website that is bound to get good rankings eventually.

as vansterdam said, not all the new sites go to sandbox. consider sandbox line being grounded for bad behavior for a short period time. a site gets into sandbox only when google smells something funny. it can be too fast link building from beginning, caould be link building like crazy for a month or 2 at the beginning and then nothing after that, spamming, duplicate content, etc. if you have a legit site with unique content and you start promoting your site in a way that looks and feels natural, then you are not going to be in the sandbox
