If I PM people to an affiliate offer of mine, is that against the rules?

Well since it is through PM and not direct link through the thread, it is allowed. It is however annoying having 10 pages of, "PM me".

Ok, just clarifying. I just ate 2 infraction points for having an affiliate offer being given out via PMs in the freebies, so I wanted to double-check on the rules.

Im not sure exactly what you are asking, but if you are asking if it is OK for you to PM people with an offer - No it is not, that would be spam and could get you banned. If you are wanting to start a thread and ask people to PM you for more info then that is OK

Better open a thread and post there that u r looking for members who can complete your offers .... ,so all interested members will be posting in ur thread and then u can PM them with ur offers.

Is there a moderator that I could run my thread/PM through, and see what I can do to have it comply with the rules?

No. It's not. It's PM spam, and if you get reported, I'd slap you with an infraction for it. You can put affiliate links in sigs. You cannot put them in threads, and you cannot start threads simply to push them via PM.
