it is good for static sites and starter dynamic sites. what will you be using for? there is no free Cpanel. But if you mean control panel, check to see with provider what free control panel it got to offer or will install for free. there are many out there free ones.
just to run a few sites nothing huge. a Freebie site running of FSRevolution and a Arcade sites Running off GSS. maybe more later
you will be hosting games correct? it may endure lagging and slow performance once you receive more visitors to arcade. But for starter sites, the dedi deal is good to me. i'd say go with it and upgrade later one as your sites' needs grow because current spec is more than enough for you to publish sites. (and sometimes we all move to new projects later so you will have time to dedice to keep or sell during.). As for control panel, yes ask your provider first for free or installation fee if you proivde your own
