Technically it is breaking copyright laws. However, it will help if you put the link there because the owner is less likely to enforce their rights. Even better though would be if you ask permission first to use their content with a link back, that way you are totally legal.

Legally, it is against copyright (not sure where you are, so only speaking about Europe here) however you will see it varies from person to person if they are happy over it. Many wouldn't mind if you posted apart of their article and then link back while they would get annoyed if you posted it all and linked back. Others won't mind if you post their own article and link back. Really, you need to check their sites for any copyright notices that says you are allowed to do it and if that fails, contact them.
You should also bear in mind that a website does not need a copyright notice for the work on it to be copyrighted. As the original author/artist your work is automatically copyrighted whether you put a notice at the bottom of your website or not. So don't assume you can go ahead and use what you want if you find a website without the copyright bla bla at the bottom.

Not so. As was just said above, content is copyright regardless if there is a notice. Unless it says, in writing, that you are allowed to re-use then always ask for permission.
as mentioned, ask them first if it's okay. To blatantly steal content from other sites and post on your own in hopes of raising awareness to your site is not only frowned upon by your peers and potential clients, but Google as well.
They will not have any problem in that, because you are giving more exposure to them. But avoid copied content on your site because it is not good for your site in Search Engine point of view. Create your own content and just place their link for more reference.
Like others said, ask first. They are going to tell you either "yes" or something like "only the first 20 words with a ...more link" to their site. they will get a backlink, you will get content. they'd be dumb to just say no and if they do, they seriously need a lesson in SEO.
You should really ask the owner of the content before re-publishing any content, regardless in good faith or not. Being a designer myself, I like to know if someone is copying/publishing my content even with a backlink because they could potentially earn money from my content which is something I wouldn't appreciate.
You should be safe. On the end of the article put the article link and wouldn't hurt to put.. Article written by NAME, he/she has a column at DOMAIN.com.
It will arise a copyright issue. There are website which keeps track of the copyright contents like copyscape.com/. If you want to start earning from your blog, then i will recommend you not to copy any content from other website or blog. Search Engines also stop crawling into your website further and your seo efforts will also go waste then. Main thing is that it is of no use.. Stick to original content.
