i'm about to buy some cds online 2 weeks from now(thru a friend that i met on the net, havent met her ever) and i'm kinda worried of sending the payment to her and her not sending the cds. i thought that if that happens, can i complain for a chargeback? what if the receiver already encashed the money from his/her account and spent it? like his/her credit is empty already. can i still file a chargeback ? will paypal send my money back?
You can still file a chargeback. Whether you get the money back is the true question. You are paying for a tangible good, so they would have to provide tracking information to prove that it got where it was supposed to be. If they drain their account, then it depends on the account. If it's a good, verified, account and the amount isn't for much, then they probably wouldn't cancel it. They are still liable for the charges and paypal will forward any payments to their account to your account. They are also supposed to track them down through their leftover information and get it back, but there isn't a guarantee.
if the account is verified and confirmed, you are eligable for the seller protection policy, even if they dont send the cds and empty their account paypal has to pay you the money out of paypals pocket, ive got probably ~$1000 through seller protection this year alone, its really great which leads me to wonder, for about $20 you can have a confirmed and verified U.S. paypal account wtih totally fake info, why dont people use those scams more often, and scam paypal out of their money?
yes, you can fill a chargeback. if you got nothing delivered and her won´t reply to the complaint you will normally get back your money, even if the account is empty.
Actually, paypal doesn't give a !@#$ about the seller or the buyer. I always thought paypal was safe and that all these people who were complaining about paypal closing their account etc were scammers. I just found out the hard way! I suggest everyone heed attention to www.paypalwarning.com and www.nopaypal.com
If you're worried about it before even conducting the transaction, then don't do it. No, there is no absolute guarantee that you will get your money back if the deal isn't on the level. Life's like that. If you're really worried, don't do it.
Thats how it works online. Send the payment.. If the cds are not sent then file a claim with paypal .
