Question about Average Position in Content Advertising

    Does anyone know how Google calculates the average position for the content advertising network? I have an ad group on Content that is averaging a position around 16.5 (not an ad group I'm too worried about, obviously), but someone asked me how it was possible to average that low of a poisition, given that most pages don't seem to have 16 possible ad spots on the page.

    More specifically, I guess I'm wondering:

    1) If a page has more than one ad unit on the page, does the positioning of ads go top to bottom, left to right, or a combination of the two?

    2) If said page has one unit with 4 ads, one with 2 ads, and one with 3, would the positioning count as 1-4 in the first, 1-2 in the second, and 1-3 in the third, or 1-4 in the first, 5-6 in the second, and 7-9 in the third?

    3) Assuming that pages still don't have 16+ ad units on their page, how would Google reach an average position of 16+? My original thought was that every page would have positions 1-X on them (X being the number of ad units), and that you would never reach a "second" page of results--but maybe I'm wrong?
