Question about Auctions?

Well, I won an auction on this site today. I asked the seller his paypal name, and he said the BIN is $100. I told him I won the auction for $10, and he said that even though I won the auction he doesn't have to sell it to me, "the bidding system is just a bid, the seller has the right to deny any bids before and after sales , if which he think the bid price isnt up to his expectations." So, I asked him where the rule for this is, and he said there is no specific rule. "theres no detailed rule about it, since there's no rule that a seller MUST sell his site to the last bidder in an auction too. so the decision is up to me, the seller "

Who is correct in this situation?

    Thanks

If the seller did not set a reserve and you won the auction, you won the auction. What's the URL to the auction?

    (no reserve)

Which means, you're clearly the winner. He has to live up to his end of the deal.

    Thanks.
