Question about ad management software

    basically what I want to know is this-

    If you look at this page you will see a banner ad on top -

    http://www.tamparacing.com/forums/index.php?

    It is being run through a custom ad management program -

    My question is this - do banners which are operated through programs like this, or PHPadsnew count as links off your site and pass PR?
