Quasi-SPAM through PM?

Every time I post a WTB ad for purchasing links, I put very specific site requirements. Things like "Only sites with XYZ in the domain, DO NOT PM IF YOU DO NOT MEET THESE REQUIREMENTS"!!!

My ads are very short and straight to the point, however each time, I get ~25 responses, and only 5 of them followed the directions. The others are mostly standard messages, with a list of a dozen, completely unrelated sites.

You know these guys are responding to every single "WTB Links" ad with their generic message, regardless of what the OP is looking for.

Is this SPAM? Should I be reporting it to someone?

If they're ignoring the requirements, then those would be unsolicited commercial PMs, and yes they would be spam. You can forward them to a mod. In those cases, when you forward them it would help if you also link us to your thread in question so we can verify whether or not it was really solicited.
