I am pretty sure Adwords works out your quality score only after you have started your ad and Google can see all the factors of your add to give a score for it.
The short answer is NO But you can get an idea of how good it is likely to be by checking the things google looks for: keyword relevance landing page quality loading time Also don't forget about writing a great Ad - because CTR determines how much you will pay for each click
Technically, there is no such thing as the quality score of a page. QS is a measure of your ad, not your page. There is a portion for keyword relevancy but that should be easy to achieve. If you sell "ford torus", using "toyota camry" is not relevant so you'd lose a few points off your QS for not being relevant. What you refer as the quality score of a page is the landing page quality. It's basically an on/off switch that is off if you don't follow the Adwords rules and guidelines. The QS is set to 1 for all keywords and your ads just don't show. So follow the guidelines in building your page and you'll have no problems.
