    Quality backlinks means backlink that is from high pr related website. You can get quality backlinks from link exchange, article submission, social bookmarking etc

    Quality in term is about bring in traffic and vote for the site. I alway take a little more time to write article and submit it to ezinearticles.

    If you can get links from sites that are already ranking high for your keywords, those are the best. Just have to get creative.
