Buying Quality Link Researcher Wanted - Build custom list of potential link partners

I am looking for someone to create a spreadsheet of high quality sites in a specific niche and Geo-location, that I can use to request links from.

To be considered for this project you must have at least 5 positive feedback and NO negative feedback and have been a member of DP for at least 6 months. -------- NO EXCEPTIONS----------

I am looking for quality not quantity
PR 4 and up
As well as Authority sites (Follow or no follow)

List would include:

Domain name
Contact page
Page Rank
Niche
Geo location
Do they link out to others
Are their outbound links follow or no follow

Budget - I am willing to pay as much as .75 per quality link (that meets above requirements) up to a maximum of 100 links (for now)
So a budget of $75 USD for 100 links that meet my specs above.
TERMS - Payment will be by Paypal $50 upon receipt of the list and $25 upon verification of the quality.

DO NOT START WORK UNTIL YOU HAVE MY APPROVAL

I do not want a generic list of directories and or blogs. I am only interested well targeted sites with some real juice.
This could turn into recurring work for a quality minded researcher.
