    Hi

Here are few tips for good link development:

    • Always exchange link with related category.
    • Before adding any link to your site check site PR, Back links, and check where your link will be available.
    • Keep your link title brief and free of long sentences.
    • Try to keep your link description brief (aim for 200 characters or less).
    • Do not capitalize all letters in your link title or description.
    • Be sure that your link pages are search engine friendly. Link pages are easier indexed if they have no more than 25 links per page.

    Thanks

You should change your title of this post to "Quality Link Exchange Development"

    And add in the following:

    1. Do not exchange links with sites that have automated link exchange software.
    2. Do not exchange links with sites that consider links to non-relevant sites.
    3. Do not exchange links with sites that offer your link up as nofollow or javascripted links.

It can be, if done in moderation. I read a comment from Matt Cutts on his blog where he said it was okay if there were 'not too many links'. What he meant by 'not too many' is anyones guess.

Just link to well established sites of good quality. And sprinkle in some one-way links to relevant authority sites as well. Guiding principal is that the links are there for your visitors, not for rankings. Just use good judgment.
